You start with a blank page or you load one or several PDFs, and their pages appear on the canvas one after another, ready to be moved, turned, deleted or added to.
Because the documents you load are concatenated onto the same canvas, moving a page from one file into another is just dragging it. That is the difference between this and Merge PDF: merging joins whole documents in an order, while here you work at the level of individual pages and of what is drawn on them.
