What the form builder does

Create PDF Form is a fillable form designer that runs inside your browser. You start from a blank A4 page, place the fields you need and download a standard PDF with real interactive fields, the kind that Acrobat Reader, Preview, Chrome, Edge or Firefox can fill in and save. There is nothing to install and no account to create.

It is built for people who need a form quickly and do not want to learn a desktop layout program: a registration sheet for a course, a consent form for a clinic, a checklist for a rental handover, an internal request form for a small company. If you already have a PDF and want to make it fillable, the related tool that converts an existing PDF into a fillable form uses the same builder on top of your document.

How to create a fillable PDF form

The builder opens on the Forms tab of the editor with an empty page ready. Everything happens on that page; when you are done you save and the PDF is downloaded straight away.

Press Create form. A blank A4 page opens in the editor with the Forms tab already selected.
Pick a field type: Text field, Checkbox, Radio group or Dropdown, and draw it where you want it on the page.
In the field panel give it a descriptive Field name (up to 96 characters), mark it as Required if needed, allow Multiple lines for long answers, and type the options one per line for radio groups and dropdowns.
If you prefer a head start, use Assisted form: drag a rectangle and choose a Contact, Request or Survey template, or a blank one with just a title. Labels and fields are inserted as editable objects you can move or delete.
Review the page, adjust or undo any field, then press Save fillable PDF. The file is generated on your device and downloaded as pdf_form followed by a timestamp.

What the builder can and cannot do

The output is an AcroForm, the classic PDF form standard, so the fields behave as ordinary form fields in common readers. A few boundaries are worth knowing before you start.

Four field types are available: text, checkbox, radio group and dropdown. There are no signature, date, button or list box fields.
Radio groups and dropdowns accept up to 50 options each; an empty list falls back to two placeholder options so the field is never broken.
Field appearance is fixed: thin blue border, white background, dark text. Colours and fonts of the widgets are not configurable.
In form mode the rest of the editor is switched off on purpose: no page reordering, images or free text. Use Edit PDF for that.
Password-protected PDFs are not accepted when you build on top of an existing document. Unlock the file first.

Privacy: the form is built on your device

The page, the fields and the final PDF are generated by your browser with a local PDF library. Nothing you type, no field name and no document is sent to a server. The only files the browser loads are OléPDF's own assets from the same site: the PDF engine, a Unicode font when you use characters outside the Latin alphabet and, if you run the local field detection on a scanned document, the text recognition engine, which also runs on your computer.

This makes the builder suitable for forms that will carry personal or medical data: the template never leaves your machine.

Frequently asked questions

Is the form builder free?

Yes. Creating forms is free and unlimited, with no account and no daily quota. Saving a fillable PDF never counts against the allowance of the paid editor tools.

Will the form open and work in other PDF readers?

Yes. The fields are standard AcroForm fields, so they can be filled and saved in Acrobat Reader, Preview, the built-in viewers of Chrome, Edge and Firefox, and most mobile readers.

Can I make an existing PDF fillable instead of starting from a blank page?

What does Detect fields locally do?

On a document you have uploaded, it scans each page for boxes and lines that look like fields and proposes text fields and checkboxes for them, up to 150 per page. For scanned pages it reads the labels with local text recognition. You can accept, move or delete every suggestion.

What if my form has to be signed?

The builder does not create signature fields. Build the form here, and when the completed document needs a signature use the Sign PDF tool, which draws or places a signature, or the certificate signing tool for a digital signature.
