Rotate PDF turns pages that were scanned or exported the wrong way up, on your own computer. You open one document, the pages appear as thumbnails, and you turn the ones that need it by ninety, a hundred and eighty or two hundred and seventy degrees. A page can be turned on its own, or every page can be turned at once.
The rotation is not painted onto the page. Every PDF page carries an angle of its own that tells the reader how to display it, and that is the only thing this tool changes. Nothing is rendered, re-encoded or redrawn, so text stays text, images keep their original pixels and vector graphics stay sharp at any zoom. A hundred-megabyte scan comes out weighing what it weighed.

The document is rebuilt page by page, which is what makes the operation lossless. It also means a few document-level structures do not survive the copy, and it is better to know that before you start than after.
